An API for datapacks to detect your Minecraft Version

Fixes the old bug introduced in 1.14 where the Ender Dragon's Vertical Movement is very slow. Effectively patches out one-cycling. If you've fought the dragon in 1.12 or 1.13 you might know what this is.
