Small Cobweb with No Mixels!

Makes the cobweb texture in your hand and offhand slightly smaller without making the pixels inconsistent with the other item textures in the game, or creating mixels (mini pixels).

The texture only applies in your hand, which means the cobweb block texture is unchanged with the resource pack applied.
