Bow Charger

• Slightly delayed the green bow state, so releasing the bow in that state will always fire a critical damage arrow
• Updated the arrows and tipped arrow texture to fix an issue where the underside of the arrow appeared culled
• Updated pack.mcmeta to be compatible with version prior to 1.21.9

• Reduced zip file size from 240 KB to 25 KB
• Updated pack.mcmeta to new format for 1.21.9 and beyond

• Added a little detail to the entity arrow texture to be consistent with the arrow on the fully charged bow texture. Nothing shocking, I just found it neat ;)
