Villager Announcer

Changes from v1.8:

• only Paper servers are supported now
  
• add check to disable itself if not running on a Paper server
  
• villagers with custom names will be announced
  
• new config options for nametagged villagers
  
• toggle command messages are now configured in config.yml

• in config.yml removed villager-message-with-profession and villager-infection-with-profession. Added villager-with-profession to replace those strings

add support for wandering trader with unique messages and sound

Kyori Adventure / MiniMessage is now used for chat processing. This allows for things such as embedded URLs and easy message formatting. Note the new syntaxes in the config.
Please note that the config will be reset with the new syntaxes. Apologies if you have customized your messages. However you can now do things like embed a link to open to your dynmap to the location where a villager died.
