TavernBard

This should fix any errors in console or issues while interacting with NPCs. The issue was caused from me using methods intended solely for Paper servers instead of ones also compatible with Spigot. TavernBard should work on both server types now.

Additionally, Citizens is no longer required. You can use MythicMobs, Citizens, or both if you'd like. The error will only appear if neither is installed. This should also fix an error about NPCs not being nearby.

Please add these fields to your config.yml or regenerate it:

This update implements basic economy support using vault. It also implements basic item cost support for servers without economy that still want to charge players. The item cost system can be expanded upon later to accept items from MMOItems and ItemsAdder etc if requested ;)
