This is a feature/bugfix update. Thank you to the people who have brought these bugs to my attention, your contribution is greatly appreciated.

Permission
simplertp.world.(worldname), now actually allows/deny instead of always allowing the player to rtp into worlds. -
Added player effects, they now display when the user is waiting to be teleported and when they are teleported.

Added per world config options, Shape of rtp radius, min-y and max-y rtp search

Countdowns: Bossbar and title added

GUI: Heads are now available to use, and are by default. Config file has been cleaned up.
