RTP - Simple RTP

• Ability to enable/disable Biome RTP

Update default permissions to include rtp world, rtpgui etc...

• Improved performance by a lot, Teleporation doesn't lag server anymore.

• Added /rtp biome (RTP into specific biomes)

• Updated configs, reduce ambiguity
