Restart Plugin

Changed the reporting of time until restart from just minutes to hours/minutes

Added /rpadd a command for adding users to the whitelist.

This plugin allows for a scheduled restart of the server at a specific time, which can be configured through the plugin's configuration file. The default time interval for the restart is 12 hours. Players can check the time until restart by using the /rtime command. The time until restart will also be announced every hour.
