Minor Update

1. add /rc status for admin to show the detail about their API.
2. add custom city DO NOT USE SPACE WHEN YOU SET YOUR CITY at plugins/RealClock/config.yml

Main Feature

1. Using OpenWeatherApiKey to access weather.
2. Change city based on your city where you can find on OpenWeather.
3. Use your OWN API KEY and put it in the config.yml
4. Change your own GMT at the config.yml file
