Pearl Momentum Fix

Fixes the momentum bug in paper where your velocity gets reset on tp.

Should not be hackable or cause any cheats to work with enderpearl teleport packets as it is applying the velocity after paper runs its patches on the enderpearl chunk teleport hacks.

Slight 10ms where velocity is not triggered after pearl, however it is unnoticable.
