Implemented /mw import <worldname> to import existing world folders.
Implemented /mw info [world] to display detailed information about a world.
Implemented /mw gamerule <world> <rule> <value> to set world-specific gamerules.
Implemented /mw border set <world> <size> to set a world border.
Implemented /mw permission add <world> <permission> and /mw permission remove <world> <permission> for world-specific permissions.
Added per-world chat functionality, configurable in config.yml.
Added world aliases for teleportation, configurable in config.yml.
Added a portal cooldown feature, configurable in config.yml.
