Implement the following Multiverse-Portals classes:

• PortalManager
• PortalLocation
• Multiverse-Region

• Fix deleteWorld api calls
• Implement MVPlugin interface

• Implement getDataFolder, getDescription and getConfig for injected mock plugin
• Improve error handling on paper plugin manager injection
• Fix crash with <1.21 server versions due to java 17 issue
