Filtering Hoppers

Hello everyone! Special update, this one was coded on stream! Enjoy!

• Made item destruction more reliable in certain cases
• Added a toggle for item collection per-hopper instead of having one server-wide toggle
• Fixed filter not working when an item is put straight into the hopper
• Changed to ItemSpawnEvent for chunk and radius collection for better compatibility
• Fixed "Destroyed Items" metric never being incremented and thus staying at 0 on bStats
