Faster Player Minecarts

A modified version of a nother plugin: /plugins/lynx-minecarts to function under more strict requirements (i.e. carts need players inside, and the cart must be named).

I've also added addition configuration options to allow adding custom cart speeds (under custom names), supporting speeds from 0-30 blocks per second.
