Dynamic Reloading and List

this version comes with a lot of changes to commands and user friendlyness

you can use /ee or /emojiexpress and they will give the same command options

/ee reload (requires permission emojiexpress.reload):

Will reload the config file, this means you can add your new emojis without restarting your server just run this command and it'll update

/ee list (can be run by anyone):

Will open a book in the players GUI (it wont give them the book in their inventory), the book will contain a list of all of the emojis and how to use them.
