ConditionalEvents

-Added player_receive_chat event type. Only works on Paper. To detect all kind of chat messages you need PacketEvents. protocollib_receive_message event is now discontinued. It's recommended to migrate to the new event.

-Modified: item_repair event was modified and updated to support other ways of repairing items such as grindstone, mending, player inventory. Also, the %repair_type% variable was added.
