Fixed inverted config setting

Added a config option to enable regular trades when no lectern is placed

Fixed an issue where repair cost would be lost when putting an enchanted book on a lectern

Added compatibility with versions 1.17-1.19.4

Modified default configuration to not enable multi-enchantment books by default

Initial release, contains code to place enchanted books on lecterns and for librarian villagers to 'learn' how to trade the books.
