Altar SMP Arc 1

Lots of bug fixes which I did a while ago and forgot to upload.

Fixed Hyperion turning into bloodlust

Changes vulcans crossbow + some ohter stuff. Adds better visuals to bone cage. Adds permmisions for commands. Fixes crazy slots duplication glitch.

Added compatibility with ranked smp.

Makes it so that vulcan's crossbow cannot break altars and contagion catalysts (if using arc 2).
