Airdrop

• Fixes issue where players are able to drop packages without the required funds

• Added airdrop api
• Fixed issue where a player would be charged when the player was underneath blocks and not recieve the package
• Fixed issue where the drop would not spawn correctly

Breaking changes to packages.yaml. Reformatted the file to more accurately reflect the data that is being stored
Add GUI features, create, list and update packages through in game GUI
Added Vault as a required plugin

Fixed bug where EssentialsX economy was not properly removing and managing balances
