🆕 Added: 🔨 Ban tracking + reporter notification system → When a reported player is banned (via /ban), the reporter now sees a BossBar message. → Fully configurable via config.yml: • bossBarFormat: text • bossBarColor: any valid BarColor • bossBarStyle: BarStyle • bossBarDuration: display time in seconds

⏳ Cooldown system implemented → Players must wait a defined number of seconds before submitting another report. → Cooldown duration is configurable via config.yml (default: 230 seconds). → Custom cooldown message with dynamic remaining time is supported.

🗑️ Removed: ❌ Duplicate report check removed → The old check preventing players from reporting the same player twice (same-report) has been removed. → Cooldown now controls the report frequency instead.
