Adds Village Guards in vanilla minecraft without replacing original skeleton mobs.

From 1.21.5 and later versions, Village Guard anger creation is no longer done by temporary particle snowball. Village Guard will now attack enemies by default from now.
Enemies now also attack Village Guards by default, they do not wait for Village Guards to attack them anymore from 1.21.5 and later versions.
Village Guards will now build light poles where light level is low. They build these upto 60 blocks away from village area.
Village Guards can now apply banners on their shields if equipped. This adds a little detail of whenever a illager leader is killed by a village guard carrying shield, they immediately pick up the banner and apply it.
