Compatibility update for MC 1.21.11

Important: This update has updated the configuration structure and permissions. It is essential to delete the existing config.yml file and review the permission nodes.

Added an optional override for the light requirement for underwater tree growth.

Unified general mechanics with the new shared library "turtle-lib".

Add underwater sapling protection and update version to 1.0.1

• Implemented configuration option to prevent unintended breaking of adjacent underwater saplings due to water physics.
• Updated README and config.yml to reflect new feature.
• Removed debug logging for metrics disabling.
• Updated .gitignore for GitHub metadata.

First version with basic functionality to place seedlings underwater. Config flags, updates and stats implemented.
