fix(recipe): require matching arrow counts and rework slot layout

• Fix tipped arrow dupe: input arrow count now must match output count (16/32/64)
• Add ingredient count support to data-driven recipes (first_count, second_count, third_count)
• Rework slot layout: slot 0 is now optional, slots 1 and 2 are required
• Update spectral arrow recipe: 6 arrows + glowstone → 6 spectral arrows
• Update recipe viewer displays (JEI/EMI) to show correct ingredient counts
