Added techo:play_sound entity action with special fields: follow_entity, global and internal
added a way to input resource power values to shader uniforms

changed how ReplaceSoundPower.tryReplace method works (now it takes a callback to the method that plays sound). Changed mixins accordingly (replaced Redirects with WrapOperations)
