Removes "Too Expensive" from Anvils since 1.13! Also lets you repair and recycle anvils, too!

This is the first pack to introduce this concept. I started it back when 1.13 released on PlanetMinecraft.

Repair/Recycle Anvils!
This also existed back in 1.13, though back then you smelt the Anvil because Stonecutter didn't exist yet. Not customizable in Modrinth Edition.
