Tab TPS

Added a few changes

• Defaults to OFF
• Defaults to AVERAGE
• Allowed non-ops to view it, but they cannot run the command.
  • This is so you can do stuff like /execute as NAME run tabtps toggle so other non-ops can view it.

• Initial version
