Simple Voice Chat TTS

A basic extension for simple voice chat that adds text-to-speech.

Why?

One of my friends wanted to be able to speak on a voice chat only modpack.

How?

It uses a library called freetts, planning on adding more backend libraries later on.

Why is it high pitched and fast?

I was struggling to convert from the byte array (from freetts) to the short array (used by svc) so I just decided to slow it down 2x and call it a day.
