Festival of Ice

• Added Winter 8 Festival of Ice as an active Cindersap Forest festival, including entry/exit flow, time freeze behavior, forest overlay placement, boundary return handling, festival music, and debug setup hooks.
• Added Festival of Ice NPC placements and dialogue flow, with the shared active-festival NPC actor runtime reused across existing stable festivals.
• Added the Festival of Ice traveling merchant shop, including the available stock supported by current StardewCraft items, decorations, wallpaper, lights, food, and rarecrow resources.
• Added the ice fishing contest flow with Lewis sign-up dialogue, intro/result cutscenes, temporary festival fishing rod handling, fish-only contest catches, HUD timer/fish count, multiplayer scoreboard display, winner handling, repeat-year reward behavior, and cleanup on contest end.
• Added Festival of Ice music/audio wiring, overlay structure resources, and the Winter Star Tree decoration model/item/block integration.

Debugging, Cosmetics, and Integration

• Added an in-game point-plan debugging tool for festival placement work, including shift-right-click GUI editing, point capture from player block position/facing, NPC name autocomplete, export/copy, deletion, and unified debug command routing.
• Expanded hat/cosmetic resources and registered Sailor's Cap through the existing hat system for the Festival of Ice fishing reward path.
• Improved active-festival map overlay handling around festival bounds, nearby tree cleanup/restoration, interaction locking, HUD/music state sync, and fishing session compatibility for festival minigames.
