Changelog:

• Added configurable stack limits (1-99) for standard, splash, and lingering potions.
• Implemented smart consumption so drinking or throwing a potion correctly preserves the rest of the stack.
• Added Brewing Stand protection to prevent vanilla duplication/breaking bugs.
• Added the /potions reload command for easy in-game configuration updates.
• Built natively for Paper 1.21.
