Spiky-Eared Pichu Cobblemon

• changed default resources into one inspired by poke costume.
• animations unchanged.
• datapack portion unchanged. no server-side updates.

• added spawn config (is_spooky) (dark_forest/modded biomes)
• cobblemon asset license included in download (the texture used is in the mod itself)
• starter config removed
• the resource pack file has been removed (put the datapack zip in resource packs)
• to spawn manually: /pokespawn pichu spiky-eared

no spawn data, just makes it able to be a starter via config/spawned in with commands. added cobblemon asset license to files.
