Soul Poes

• Updated pack format number for 1.19.4
• Updated loot table damage type conditions to not break with 1.19.4

• Improved the glowing effect transference algorithm
• Add Skeletal Mineshaft Poe which now spawns in mineshafts

Moved license to a seperate file so it would display automatically on github.

• Rewrote the pack again to be more organized and modular
• Poes now only spread glowing to those of the same lantern type
• As the glowing effect spreads it can repeatedly chain off of each poe like a partial-mesh network. (waits a second between each jump between nodes)
• Glowing spreads in a pattern that given the right spacing and arrangement of the poes can cyclically preserve the glowing effect.
• Poes no longer flash the outline of a vex for a moment when they get the glowing effect.
