- reduced c2me's worker thread priority to 3 from the default 4
- added servercore for the sake of the entity activation range settings, set it up with some hopefully sane values

alsos replace noisium with zfastnoise which is meant to supersede it
also dynamic resources got fixed by that modernfix fork so that's enabled now
