Sands Fall Immediately

Make falling blocks such as sand, red sand, anvil, and dragon egg fall immediately when they can, instead of delaying 2 ticks or 5 ticks.

The mod can be disabled in config without restarting the game.

Technical detail: Change the scheduling of a scheduled tick in FallingBlock to execute it immediately.
