Remove Netherite Upgrades

Removes the need for an upgrade template to transform Diamond gear into Netherite at the Smithing Table, mimicking 1.19 behavior.

If you wish that smithing Netherite gear didn't require an upgrade template like it did before 1.20, this datapack solves that issue. It provides the following benefits:

Netherite smithing only requires the Diamond gear and a Netherite Ingot.
Netherite Upgrades do not generate in loot chests, at all.
Existing upgrades can be crafted into a single diamond and the duping recipe has been removed.

The single datapack supports everything from 1.20 to 1.21.11, with it working in 26.1 Snapshot 10.
