Random Drops

Added support for fabric loader 0.18.x versions

Changed /rd command from true/false to on/off to be more player friendly

Updated commands (see description), added feature where blocks will not drop a random drop if they are not mined with the right tier tool, and fixed all known bugs meaning random drops is official out of its beta stages

Added random drop support for situations such as explosions and the bottom of tall plants breaking

Fixed a bug where two block blocks such as beds, doors, and tall flowers would drop infinitely
