Complete re-work of the plugin!

1. No longer requires internet connection the first time, as it is now made in Java and doesn't need to download the Kotlin library.
2. Added a more robust configuration framework to check for errors (If you're updating from 1.2, you'll receive a warning informing you of this relocation only the first time).
3. The event priority for applying the bossbars after re-joining the server is now configurable, you can change its priority if the bars are interfering with other plugin's bars.
4. The sorting order of the bars when re-joining is now configurable.
5. The bars are now saves across server restarts!
6. Added Compass Bar.
7. TPS now use the 5-second average on any server implementation and will reflect the same as spark!

1. Added a plugin.yml to support some Paper versions below 1.19.4 (unoficially), still requires Java 17.

1. Tpsbar/rambar becomes transparent after reconnecting
