Fixed Soul Locking checking for display name instead of scoreboard name. (I forgot to update it when I figured out how to grab command names)

1.20.1 Port of recent version Not moving development. if major updates occur I might re-port it

• Fixed the most mind numbbing bug ever
  • Modifications to the Display name no longer affect the soul.
  • For Modders: How this is done is by using the entity.getScoreboardName().
• Made /extract_soul less confusing.

• Added the option to allow killing on normal souls
• Added the Gamerule AllowSoulExtraction

Not my deticated version but someone wanted it on this version and it was really easy to do so. this version will probably not get updated
