Hotfix for Permitted not working on servers

Changes/Fixes

• Vendors in buy mode no longer require permits.
• Added new commands to give, claim, and unclaim permits.
• Added a creative tab.

Known Issues

• Switching vendor modes can be glitchy. I'm not sure if this is Permitted's fault. Workaround: Exit the vendor menu right after changing the mode, and then re-open it.

A few bug fixes!

Changes

• Custom names now apply correctly.
• Create: Numismatics is now listed in mods.toml.
• Permits now limit what you can sell in a Vendor.
