Fixed crash with sailboat

Bug fixes:

• Boatism bump to v0.1.1
• Boats with Boatism Engine now also despawn with the corresponding gamerule turned on
• Boatism Engine works properly again
• Fixed hat rendering again for the last time.
• Nerfed Sailboats speed

Features:

• Gamerule boatDespawnTimer determines after how many ticks boats will despawn when unused (set to -1 aka off by default)
• Added Anchor Block. Marks it's chunk as "dockable"; Boats in those chunks can't despawn
• New command partnership
  • Subcommand isChunkDockable manipulates if a chunk can save boats or not

Bug fixes:

• Cannonballs wont disappear too quickly
• Hats are not being wrongly shifted while sneaking
• Sailboats can be actually used now LOL
