Added MoulConfig
This adds a way to toggle the mod's function on/off without removing the mod entirely.
Use either /noworldbordertint, /nwbt, /nwt, or Mod Menu's config button to open the config. You can also edit it in the config folder.
This version now also requires Fabric Language Kotlin
