No Building Near Hostiles

You won't be able to build if you are near a hostile mob that is aggroed to you and has line of sight to you.

This was made for a horror modpack to force you to play more strategically and pay attention to your surroundings.

The mod has a config where you can add custom entities; by default, it includes all hostile mobs.
