This update introduces the new Announcer system and several stability improvements for modern Paper/Folia servers.

Fixed

• Fixed nested PlaceholderAPI resolution for cases such as %luckperms_suffix% containing other placeholders like Nexo glyph placeholders.
• Fixed format selection so chat formats now prioritize actual group matches before permission-only matches, avoiding OP players receiving the wrong format.
• Fixed task cancellation issues on newer Folia/Paper builds during announcer reloads and repeated action bar tasks.
• Fixed announcer toast registration compatibility for newer Paper builds.

Notes

• Servers updating from older versions may need to review messages.yml for new message keys.
• announcements.yml will be generated automatically on first startup.
• Vanilla toast notifications are supported, but toast text should be treated as static rather than per-player dynamic content.
