Global Limits Update

• Bug fixes
• Added a Mob Global Limit that acts the same but not with Chunk Range
• Fixed that sometimes the Command Name appears to be "MobLimit"

Folia Support

Folia is now supported, but only with breed prevention and config reload; the heavy global clean-up scan is intentionally disabled to respect Folia’s region threading model.

Did fix some performance Issues.

The Plugin is released and has these 2 Commands:

1. /moblimit reload:
   Reloads the Plugin.

2. /moblimit check:
   Checks if some Chunks had reached the Limit.
