Update bundled depencencies PacketEvents and Rtag

Added 30 different noises to FAWE as patterns/masks, the same way the #simplex works
Now supporting SpigotMC, not just PaperMC/PurpurMC

Fix texture pack for the most recent version
Fix weird behavior when switching to unavailable brush
Bedrock mcpack bundled and saved in config folder, if Geyser is detected the mcpack is stored in its packs folder as well (one-time process)
Changed term "Origin" to "Edge" as it's less confusing
Edge is set to Face as it's a better default behavior
