Revert back to detecting block entity tickers

• Port to 1.18.2
• Going outside of the range of a beacon can grant temporary slow falling instead of temporarily disabling fall damage (configurable)
• Fixed a bug where the beacon was considered active even though it had no base
• Fixed a bug where the beacon was considered active even though it could not see the sky
