follow the config for tp-blacklist that Hex Casting has. that should fix the dupes

Lesser and Simpler Teleports now can't teleport you in dimensions where teleportation is not allowed.
Simpler Teleport was buffed (2.5 dust cost and 16 block range) so it's not effectively useless
Fixed bug where Simpler Teleport would mishap if distanceBetweenBeforeAndAfterPos >= max, as opposed to > (which is what it's supposed to be)

fixed bug where Lesser Teleport wouldn't teleport properly in negative coordinates
