Accurate Block Placement Reborn

This release:

Officially backports all fixes and features since v1.3.0, including (but not limited to):

• Cloth Config and ModMenu integration
• Fast Block Breaking
• Configurable confirmation + types
• Configurable accurate placement types
• Proper behaviour when interacting with Scaffolding, Composters, Containers, etc.
• Full translations for Portuguese (Brazilian), Russian, and Ukrainian

Previous releases for 1.20.5-1.21.1 had some of these features, but were otherwise one-offs, as I hadn't been properly backporting anything until now.
