Yes this datapack only does that

It only works on tnt that is nearby entities! (btw it isnt so instant, it sets the tnt explosion time to 1 tick not 0 ticks, doesnt make a difference though.) It works instantly after adding it into the world, so be cautious when adding it into already existing worlds.
