1.21.9 release removed unused "pnt" namespace

New features and changes:

• Added an "Admin Menu" which can be used to access a new config menu and an easy way to reset a player's HKMC data.
• Access the admin menu by using /function hk:admin_menu/open
• Added the option to allow/disallow default ability wheel functionality
• Added the option to enable/disable charms
• Updated Item descriptions to better clarify how to use them

Bug fixes:

• Fixed dream nail duplicating and disappearing
• Added pale oak planks to pale ore recipe
