Hand Magic: Renewed

• Added new plant Mana Fern
• Added new Item Mana Fern
• Edited few recipes for them to have Mana Fern in them(Amethyst Carrot, Both of Magic Wands)
• Retextured ninth sign now it's more distinguishable

• Tutorial text in the Spell Scroll and Rituals Scroll are now in one tooltip that now correctly transfers text on different lines

• Added tutorials in Spell Scroll and Ritual scroll
• Added new gamerule that allows only to make gestures with empty hands or only having a wand in main hand and empty off hand
